
Agency Social Work Has Changed: Here’s What You Need to Know Post-October 2025
The national guidance for agency social work in children’s services in England officially came into full effect on 1st October 2025, marking the completion of a year-long transition period.
At Tempest, we’ve been supporting both candidates and clients through every step of this change, from preparing for compliance to adapting to the new framework now fully in place.
Where we are now
All local authorities are now required to comply fully with the Department for Education’s national guidance for agency social work. This means:
- Regional pay caps are active and enforced, with any exceptions requiring Director of Children’s Services sign-off.
- Eligibility guidance apply to all new and existing agency assignments (three years’ post-qualifying experience in a permanent children’s social work role).
- A minimum four-week notice period applies to all agency placements.
- The “cool-off” period remains in force when moving from a permanent to agency role within the same region.
- National referencing templates are now mandotary
- Quarterly DfE reporting continues, ensuring consistent oversight and accountability.

These reforms aim to create stability, improve retention, and raise standards across the sector, while still recognising the value of flexible, experienced professionals.
